Subject: RFPs for General Manager recruitment services
1. HISTORY
At the May 2, 2007 meeting, the Board directed me to send out Requests for Proposals to
firms that specialize in finding executives for public agencies and special districts. The
proposals were mailed the following day with a return deadline of June 1, 2007.
2. NEW INFORMATION
We received a total of nine proposals from the following companies:

As required by the RFP, the cost proposals were sent in a separate sealed envelope.
3. RECOMMENDATION
There is no recommendation- this is only a workshop. The Board now needs to review and
discuss these proposals and then decide how they want to proceed with selecting one of
the consultants.

SCOPE OF SERVICES
The following provides an anticipated scope of services for the search of a new
General Manager. The consultant is encouraged to expand on this scope as it
deems necessary based on previous experience. The services will include at a
minimum, the following:
Meeting with the Board to develop specifications for the position and
updating the job description to

Advertising in appropriate publications, including internet sites.
Identification of qualified candidates.
Preliminary screening and interviewing of qualified candidates for
presentation to the Board; and
Negotiations with the final candidate.

PROPOSAL REQUIREMENTS
To be considered for professional services, the consultant's proposal shall
include the following:
The proposal shall be a maximum of fifteen (15) pages, plus appendix material. A
typical proposal submittal may be as described below. The consultant may alter
the section page limits described below to customize their proposal but may not
alter the overall page limitation.
Transmittal letter (1 page): Include any information believed to highlight
the proposal or any key considerations for the selection committee to
consider not covered in the proposal requirements.
Firm Qualifications (4 pages): Provide a general overview of the firm and
its qualifications, capabilities, and capacity to complete the project.
Firm experience (5 pages): Provide information on the firm's experience
pertinent to other General Manager, or similar, executive have worked previously for
