CALL TO ORDER The meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 6:00 p.m. by President Finn. Disclaimer: Due to the COVID-19 situation and the California Governor's Executive Orders, this Board meeting was conducted with the Board via video/teleconferencing measures and live streamed on the District website. Public comment was opened using email and questions and answers on Zoom. 2. ROLL CALL Director(s) Bender, Aguera, Harris, Vice President Laliotis, and President Finn. EMPLOYEES PRESENT: Brian Wright, and Shanna Kuhlemier. CONSULTANTS PRESENT — Steve Gross, District Counsel. 3. PLEDGE OF ALLEGIANCE — defer. 4. CHANGES TO THE AGENDA — none. 5. PUBLIC INPUT President Finn called for public comment: Barney Dewey: Hello, I believe that a micro -grid is important to the Town of Truckee during projected PSOM power outage events. I again ask the TDPUD Board to make the creation of a micro -grids for the Donner Pass Road corridor from downtown Truckee, past the hospital district, down Don- ner Pass Road to the 1-80 intersection. There appears to be some resistance from TDPUD to operate temporary rented diesel generators as a solution for a micro -grid because of potential noise and pollution issues. However, TDPUD has, and is actively, installing large diesel gen- erators at most of TDPUD's water pump stations. I believe there is some hypocrisy in TDPUD supporting the district's need for diesel power for their internal water pumping activity and not embracing the same technology to provide a micro -grid solution for key businesses and our medical district. I, again, ask the TDPUD Board to make the establishment of a micro -grid as one the district's highest priority projects. I believe this is so important to the community that I request the micro -grid project be on all future Board agendas so that the Board and staff can discuss this critical issue with each other and the public. Thank you. 6. DIRECTOR UPDATE 7. GENERAL MANAGER UPDATE General Manager Wright provided an update. CONSENT CALENDAR 8. Consider Supporting Measure T and Adoption of Resolution 2021-13 supporting ballot Measure T, a parcel tax that will cost property owners approximately $179 per parcel, per year, to provide local funding for wildfire protection. 9. Consider Award of a Contract to Perform Water Storage Tank Engineering in the amount of $191,549 Plus a Ten Percent Change of Order Allowance for a Total Authori- zation Not the Exceed $210,700. 10.Consideration of Awarding a Professional Services Contract to Perform Utility Surveying at the Tahoe Donner Ski Bowl Condominiums. Approve a contract with Sage Land 11570 Donner Pass Road, Truckee CA 96161. President Finn called for public comment, seeing none. Director Bender moved, Vice President Laliotis seconded that the Board approve the consent calendar. The Motion Passed (5-0), by a roll call vote. ROUTINE BUSINESS 11. Approve the Treasures report August 2021. A. Fund Balances for the Month Ended in May 31,2021 B. Disbursements for the Month of June 30,2021 President Finn called for public comment, seeing none. Director Aguera moved, President Finn seconded that the Board approve the Treasures Re- port. The motion passed (5-0), by a roll call vote. 12. Approve the Minutes of July 7, 2021 and July 21, 2021 amending to approve public com- ments. President Finn called for public comment, seeing none. Director Bender moved, and Vice President Laliotis seconded that the Board approve the Minutes of the July 7, 2021 and July 21, 2021 including public comment as provided by Clerk Kuhlemier. The Motion passed (4-1) Director Harris abstained.
