Subject: Possible Change Order Item on the the District Pipeline Replacement-
2007— Contract B Project
1. Why this matter is before the board:
The Water Department would like to include some additional service lateral replacement work
into the District Pipeline Replacement—2007— Contract B Project.
2. History:
There was a period of extremely cold weather that occurred in January of 2007. During this time,the
District received over 100 calls regarding frozen water service laterals. In most cases, the pipe was
frozen on the customer-owned portion of the service lateral, between the meter box and the
residence.
At seven locations, the pipe was frozen on the District-owned portion of the lateral. These locations
are shown on Figure 1. The time and effort involved in thawing one of these service laterals is
significant. One lateral can take 2-3 days of crew time to excavate, thaw and then backfill. These
frozen laterals can often result in significant amounts of overtime as the crew endeavors to restore
water service as quickly as practical.
The pipes froze due to inadequate soil cover related to one of the following issues:
1) The initial installation was sufficiently deep, but later construction of a driveway or access
road reduced the soil cover
2) The initial installation was too shallow
3. New Information:
All seven frozen laterals are original construction and have not been included in any pipeline
replacement project. The Water Department would like to replace these laterals at proper depth in
order to prevent the freezing from recurring in the future.
There is an eighth service lateral that the Water Department would also like to replace. This location
is also shown on Figure 1. The District has received complaints about low pressure from at this
address (11374 Skislope Way) for a few years. The adjacent lots receive service from a higher
pressure zone. The appropriate remedy to this low pressure situation would be to extend the service
lateral about 250 feet up the street to connect to the higher pressure pipeline.
I have spoken with Hard Line Excavating (HLE) regarding this work. HLE is the contractor for the
District Pipeline Replacement — 2007 — Contract B. They are interested in installing the new
laterals and would honor the unit prices given in their contract. HLE's unit prices are lower than
Teichert Construction's (the Contract A contractor) on all three bid items that would be involved in this
extra work. I estimate the total cost for all eight service laterals (along with new meter boxes) to be
about$40,000.
4. Recommendations:
Authorize the Water Department to issue a Field Order including this service lateral replacement
work into the District Pipeline Replacement—2007— Contract B project.
Payment would be made to HLE after the work is performed and the value of the work would be
refelected in the reconciliation of Bid Quantities vs. Actual Quantities that is performed at the end of
the project.
