SUBJECT: Consideration of Awarding a Professional Services Contract
for Executive Recruitment to Alliance Resource Consulting,
LLC

RECOMMENDATION:
Authorize the General Manager to execute a professional services contract for executive
recruitment services with Alliance Resource Consulting, LLC in the amount of $58,000,
plus a 10% changer order authorization, for a total not to exceed the amount of $63,800.
DISCUSSION:
The District currently has two executive leadership positions open for recruitment and
placement, including the Water Utility Director and Information Technology (IT) Director.
Each of these positions are essential to the delivery of the District’s mission and vision as
presented in our recently adopted Strategic Plan.
On July 12, 2021 the District advertised a request for proposals (RFP) for executive search
firm services for the recruitment and placement of the Water Utility Director and IT Director.
On August 2, 2021, the District received three proposals from the firms outlined below.

An internal committee reviewed each of the proposals received based upon the following
criteria:

Following a review of each of the proposal, staff has determined Alliance Resource
Consulting would be the most beneficial for the District.
Alliance Resource Consulting’s proposal included the services of a consulting team with
nearly 30 years of executive recruiting experience, extensive experience in recruiting
executives for government agencies and special districts, a proactive recruiting strategy, 14
week project timeline for both recruitments and an impressive portfolio of references and
successful recruitments.
With Board authorization, staff would initiate a professional services agreement with
Alliance Resource Consulting immediately, with the expectation of candidate selection and
interviews in November, November 2021.
GOALS AND OBJECTIVES:
District Code 1.05.020, Objectives Section 1, responsibly serve the public
District Code 1.05.030, Goals, Section 6.6.2, Employ a qualified and productive workforce
FISCAL IMPACT:
The recommended professional services agreement includes accost proposal of $30,000
for the IT Director recruitment and $28,000 for the Water Utility Director recruitment, for a
total contract cost of $58,000. Staff is recommending a 10% change order authorization be
included, for a total not to exceed amount of $63,800.
Each of these recruitment costs were not included in the FY2021 Water Utility or IT
operating budgets, however sufficient funds exist for this procurement. It should be noted
that due to the vacancies and temporary redistribution of responsibilities associated with
each of these positions, the Water Utility and IT operating expenses have experienced a
net savings to 2021 budget to sufficiently offset the cost of this recruitment.
