Subject: Interim General Manager
I have been thinking a bit about how to secure the services of an interim General
Manager.
1. The District may be able to secure the services of an interim GM through NCPA.
NCPA has assisted other member agencies during transition periods. This would
involve entering into a member services agreement setting forth what the District
expects to receive and established the financial arrangement. NCPA has a
group of excellent managerial persons, any one of whom could perform as
interim GM very well.
2. 1 spoke with staff people at the California Special District Association. I learned
that they do not offer a service specifically focused on helping member agencies
secure the serves of an interim GM. They do have a place on their Web site
where member agencies can list positions available, and we are welcome to list
the District's interest in an interim GM.
I think the Board should endeavor to have an Interim GM on site by the middle of
July. This will allow for a smooth transition period. The interim GM should be here
through the entire recruitment period and leave shortly after the new GM arrives. So
the interim GM may be here for six months or more. I do not think it is necessary for
the interim GM to be here five days per week. There shoud be some discussion of
all these issues.
Recommendation: Any extensive effort to advertise and interview for an interim GM
would, I think, be unproductive and take far too long. I recommend that the Board
authorize Nancy Waters to contact NCPA and begin discussions that will lead
quickly to the District receiving a specific proposal.
