Wright, General Manager RECOMMENDATION: Approve an accounting specialist lead position BACKGROUND: The District has identified an opportunity to improve administrative operational output and responsibility coverage by making changes to the organizational structure. The Administrative Services Department positions summarize as follows: The added lead position will provide much needed additional resources in benefits administration details support, as well as, general human resources support. This position will also provide detail support for accounting and finance functions. The position adds coverage resources to the vital accounts payable and payroll functions for the District. Additional benefits to the District include career advancement opportunities for staff. In early 2021, staff collaboratively worked with IBEW 1245 to develop and finalize the Accounting Specialist Lead job description, responsibilities and relevant wage range for the Board’s consideration. Adding the Lead position will provide much needed resources to effectively perform the functions of the Department. OBJECTIVES AND GOALS: These items are in support of the following objectives and goals identified by the District: 1.05.020 Objectives: 6. Manage the District in an effective, efficient, and fiscally responsible manner. 1.05.030 Goals: 6.2. Employ a qualified and productive workforce. FISCAL IMPACT: For FY21, due to vacancies, the department is forecasted under in labor wage cost by $21,000 for the year. Page 2 of 2 In addition to the departmental staffing changes, the FY20-21 wage increases were higher than projected in the FY20-21 Board approved budgets. Therefore, an overall department cost comparison perspective is presented below. The Accounting Specialist Lead position approved by the Union is at Range 18, which for 2021 has a wage step band from $33.66 to $40.90 per hour. Step 3 midpoint is $35.33 or $73,486 on an annualized basis. ATTACHMENTS:
