HomeMy WebLinkAbout9 Termination of Emergency AGENDA ITEM 9 Page 1 of 2 MEETING DATE: July 21, 2021 FROM: Earl Smith, Water Operations Manager SUBJECT: Ratification of the General Manager’s termination of the emergency related to the Donner Creek Well failure APPROVED BY_______________________________ RECOMMENDATION: Ratify the General Manager’s termination of the emergency related to the Donner Creek Well motor failure DISCUSSION: On July 3, 2021, the District’s water operations staff identified a mechanical failure at the Donner Creek Well facility. Upon further investigation and testing, staff determined the submersible well motor had experienced a dead short due to a bearing failure. Donner Creek well is a 500gpm submersible well assembly located on Highway 89 South, providing non-potable irrigation water to the Coyote Moon Golf Course facility located on Northwoods Blvd. In the event that Donner Creek Well is unavailable for service, the District serves the golf course through a metered back-up irrigation connection to the potable water system. During high summer demand periods, this places additional stress on the system’s ability to pump potable water into the Tahoe Donner subdivision in a timely manner. Taking this into consideration, along with the additional concern for potential PSOM power outages that would further reduce pumping capabilities, staff determined the need to expedite the replacement of the Donner Creek Well motor assembly to ensure adequate pumping capacity during the high demand period of the fourth of July holiday week, and recent heat wave. On July 5th, the General Manager received confirmation of availability of materials, price quotes and proposal from Carson Pump. The details and circumstances of the emergency were reviewed with District Counsel to ensure compliance with District code and the General Manager authorized an emergency services agreement with Carson Pump. Carson pump was able to mobilize on July 6th and begin the well motor replacement work on July 7th. Page 2 of 2 At the meeting held on July 7, 2021 the Board of Directors were informed of the emergency procurement in accordance with District Code 3.08.100 Emergency Procurement. The Board of Director’s by a unanimous vote, agendized the item and ratified the procurement. The Donner Creek Well motor assembly replacement was completed and tested on July 8th and placed back in service. Upon completion of the well motor replacement the General Manager terminated the emergency. FISCAL IMPACT: The total cost of the Donner Creek Well replacement was $20,750. This work was not included in the FY2020-21 Board approved Water Operations Budget, however sufficient funds exist in the Water Utility General fund for this emergency repair. ATTACHMENTS: None
