Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a construction services contract with Carson Pump for the maintenance and rehabilitation of Hirschdale Well in the amount of $15,760, plus a 10% change order authorization, for a total amount not to exceed $17,336 plus tax. DISCUSSION: Hirschdale Well is a 7.5 Hp submersible well providing a 35gpm potable water supply to the small community of Hirsdchdale. The well is owned and operated by the District and is the sole source of potable water supply for the approximately twenty five residential service connections in the community. In March of 2021, water utility operations staff began to observe measureable declines in water production from Hirschdale Well, considered to be uncharacteristic for the time of year. Upon further investigation and testing of the well performance, staff determined the need to procure the services of a licensed contractor to pull the submersible well assembly for further inspection and maintenance ahead of the summer water demand. Due to the urgency and nature of the work, staff solicited quotes from three licensed contractors for the removal, inspection and maintenance of the Hirschdale Well submersible assembly, including video inspection, brushing and bailing of the well pipe assembly. The District received the following responses to the request for quotes: Page 2 of 2 Contractor Location Total Price Carson Pump Carson City, NV $10,780 Well Industries Chico, CA "No Quote" Commercial Pump and Mechanical, Inc.Chico, CA "No Quote". Staff identified Carson Pump as the lowest responsive quote. Upon follow up with each of the vendors by staff, it was determined that the current workload in the larger California and Nevada region was the primary reason for the “no quote” responses. Hirschdale Well assembly was pulled for inspection and maintenance. Upon Inspection it was determined by staff and the contractor based on the condition and performance evaluation, it would be prudent to replace the well motor assembly while it was accessible during the well rehab. Staff requested three quotes for the procurement of a new 7.5Hp submersible motor assembly and received the following price quotes: Vendor Location Price Carson Pump Carson, NV $4,600 Pace Supply Sacramento, CA $5,065 Ferguson Reno, NV No Quote . Following a review of the quotes received, staff determined Carson Pump to be the lowest responsive vendor for the procurement of the new 7.5Hp submersible motor assembly. At the time of the original request for quotes for the rehabilitation and maintenance services, it was anticipated the total cost of the project would be less than $15,000. Following the determination of the necessary pump motor replacement, the final cost of the project would be $15,760. District code requires that procurements in excess of $15,000 be presented to the Board for approval. FISCAL IMPACT: The rehabilitation maintenance of Hirschdale Well was not specifically identified within the Board approved FY2021 Water Operations Budget, however, sufficient funds exist within Water Operations General Fund for this project.
