Wright, General Manager RECOMMENDATION: Award the Bid from June 15, 2021 and Authorize the General Manager to execute a construction service contract with Lakeside Paving and Sealing, for the AC Street Paving Repair 2021 Project for a total not to exceed amount of $175,000. DISCUSSION: Each year the District requires professional paving repair and maintenance services to repair street excavations conducted during the repair and replacement of underground District utility infrastructure. Historically, the District has publicly advertised a request for bids for paving construction services in the fall of the preceding year, to be included in the Board’s annual procurement approvals. Due to the uncertainty in paving construction prices and yet to be determined final scope of work, staff postponed the procurement until the project could be more accurately defined. On June 11, 2021, the District publicly advertised a request for bids for the 2021 Paving and Maintenance Project. A public bid-opening was held on June 15, 2021 at which time two bids were received. A breakdown of the bids has been provided in the following table Page 2 of 2 Contractor Location Responsive Total Price Lakeside Paving and Sealing Carnelian Bay, CA Yes $142,000 West Coast Paving, Inc. Reno, NV Yes $167,500 Staff has determined Lakeside Paving and Sealing to be the lowest responsive bidder. The request for bids included a cost per square foot based upon an estimated number of patch repairs for the 2021 construction season. However, there is always some uncertainty as to the total square footage of asphalt street repairs the Districts’ water utility crews will need from the contractor. Staff is recommending authorization for a contract amount not to exceed $175,000 to allow for any additional unanticipated repairs that may arise. FISCAL IMPACT: AC street repairs have historically been included in the District’s Board approved Water Operations Budget. Due to the uncertainty of the projects cost and scope, this project was not included in the Board approved FY 2021 Water Operations Budget. Sufficient funds exist for this procurement in the Water Utility Operating General Fund. For Operating General Fund, the District Code target balance of six months (50%) of budgeted operating expenditures (excluding depreciation) equates to $4,753,000 and the 12/31/2020 actual balance is $4,704,000. At this time, the subject $175,000 item is being requested as a use of operating reserve.
