SUBJECT: Ratification of the District’s 2020-2021 Unrepresented Employee
Wage Schedules

RECOMMENDATION:
1. Ratify the attached 2020-2021 Unrepresented Wage Schedules as
a. Approved on March 18, 2020; and
b. Amended on July 15, 2020; and
c. Approved on February 3, 2021
2. Approve the 2021 Unrepresented Wage Schedule revision, effective July 3, 2021
to include the new General Manager salary range established by the Board for the
2021 recruitment for the new General Manager
DISCUSSION: In terms of compensation and benefits, employees of the District generally
fall in to two categories. These two categories include union employees represented by
the International Brotherhood of Electrical Workers (IBEW) Local 1245, and unrepresented
employees (technical, engineering and management). Compensation and benefits for
union represented employees are set via Memorandum of Understanding (MOU),
negotiated between the District and union representatives, and approved by the Board. An
unrepresented employee compensation plan is developed through negotiations between
the Board and staff and proposed by the General Manager for Board approval in
accordance with District Code, Section 4.06.010 Compensation Plan.
At the meeting held on March 18, 2020, the Board approved staff recommendations for
Action Item #10, Consideration for Approval of the 2020 Employee Wage and
Compensation Adjustments and Adopt Resolution 2020-09 District Code, Title 4
Personnel, which included:
1. Authorize the General Manager to execute the MOU between IBEW Local 1245
and the District effective January 1, 2020 through December 31, 2024
2. Approve the Unrepresented (Technical, Engineering and Management) salary

adjustments as proposed and outlined in the 2020 Wage Ranges
3. Adopt Resolution 2020-09 amending District Code Title 4, Personnel as proposed
Following the meeting held on March 18, 2020 the District was made aware of an
administrative error in which the attachments of salary schedules for both unrepresented
employees and the MOU with IBEW Local 1245 were not included with the Board Agenda
Packet.
While the Board has acknowledged the administrative error, the Board has also confirmed
that it was given sufficient opportunity to review the details of both salary schedules for the
unrepresented and IBEW Local 1245 represented employees prior to approval on March
18, 2020, and the action taken to unanimously approve said salary schedules was taken
with confidence.
Subsequent to the approval on March 18, 2020, there have been two revisions to the
unrepresented employee wage schedule. The first revision on July 15, 2020 was made to
include the updated General Manager wage range and salary per the Board approved
employment agreement with the newly appointed GM. The second revision was the Board
approved 2021 Unrepresented Employee Wage Schedule in accordance with the terms
negotiated between the District and unrepresented staff in the spring of 2020.
Retirement benefits for District employees (both represented and unrepresented) are
administered through the District’s enrollment in the California Public Employee’s
Retirement System (CalPERS). Following a recent review, CalPERS has requested, in
order to remedy the District’s administrative error at the March 18, 2020 meeting, that the
Board ratify its previous approval of the Unrepresented Employee Wage Schedules for
2020-2021 and the applicable amendments at a regularly scheduled public meeting. This
process ensures that qualifying CalPERS wages are properly credited for all employees,
past and present.
Additionally, CalPERS review has requested that the revised 2021 Unrepresented Wage
Schedule include a salary range for the General Manager position. During the recruitment
of the new General Manager, the Board established a salary range of $245,000 to
$275,000. Staff is recommending the Board approve the revised 2021 wage schedule to
include this salary range.
FISCAL IMPACT:
There is no direct fiscal impact associated with this item
