SPECIAL MEETING MINUTES
May 19, 2021
1. CALL TO ORDER The meeting of the Board of Directors of the Truckee Donner Public Utility
District was called to order at 4:11 p.m. by President Finn.
Disclaimer: Due to the COVID-19 situation and the California Governor’s Executive Orders,
this Board meeting was conducted with the Board via video/teleconferencing measures and
live streamed on the District website. Public comment was opened using email and questions
and answers on Zoom.
2. ROLL CALL Director(s) Bender, Aguera, Harris, Vice President Laliotis, and President Finn.
EMPLOYEES PRESENT: Brian Wright, Steven Poncelet, Mike Salmon, Joe Horvath, and
Shanna Kuhlemier.
CONSULTANTS PRESENT – Steve Gross, District Counsel and Pam Hobday, Pamela Hurt
Associates.

President Finn called for public comment.
President Finn announced the District received a public comment. However, with a potential
breach of closed session protocol, the item would not be read into the record.
6. DIRECTOR UPDATE
This item provides time for Directors to comment on any item within the purview of the Dis-
trict.
7. GENERAL MANAGER UPDATE – none.
ACTION
8. Consideration to Adopt the Truckee Donner Public Utility District’s 2021-2024 Strategic
Plan.
This item involves adopting the Truckee Donner Public Utility District’s Strategic Plan
2021-2024, including the updated Mission Statement.
President Finn called for public comment.
District Clerk Kuhlemier read into the record:
I have included some additional history to possibly be included on your website and Strategic
Plan document.
Please edit as needed. I just thought adding important historical information here might be
useful.
Please read this into the public comment section of the Board Meeting item #8 Strategic Plan
As written:
Since 1980, the Truckee Donner Public Utility District has sought alternative energy sources
and pursued hydroelectric plants at Boca and Stampeded dams and joining Utah Associated
Municipal Power Systems (UAMPS) to secure the Public Power Model.
Additional History:
Since 1980, the Truckee Donner Public Utility District (TDPUD) has sought alternative energy
sources. In the early 1980’s TDPUD received a hydro allocation from the Western Area
Power Administration (WAPA). This generation was unable to be delivered due to denial of
transmission access from Sierra Pacific Power Company (SPPC). TDPUD remained a full re-
quirements customer of SPPC and received all its generation from SPPC. TDPUD joined the
Northern California Power Agency (NCPA) in 1989 to try to attain transmission access.
TDPUD finally attained transmission access in 1997 and was finally able purchase their own
generation. On September 20, 2000, Utah Associated Municipal Power Systems (UAMPS)
approved Truckee Donner PUD as a participant in the Pool Project and as a UAMPS mem-
ber. Since 2000, Truckee Donner PUD has sought a variety of energy sources including al-
ternative energy sources.

Director Aguera moved, and Director Bender seconded, that the Board approve staff recom-
mendation. The motion passed (5-0).
CLOSED SESSION
9. Closed Session Pursuant to Government Code Section 54957, Public Employee Employ-
ment– General Manager – No Reportable Action.
10. Closed Session Pursuant to Government Code Section 54956.9(d) (4) Deciding Whether
to Initiate Litigation, one case. Director Aguera, Director Bender, and President Finn ap-
proved to authorize President Finn to execute an agreement on behalf of the District for
legal services with Meyers Naïve and for President Finn to be the primary contact with re-
spect to the matter with Director Harris (3-1).
ADJOURNMENT - 8:14 p.m.
There being no further business before the Board, the meeting was adjourned to the next
scheduled regularly scheduled meeting of the Truckee Donner Public Utility District on June 2,
2021 at 6:00 p.m.
