RECOMMENDATION:
Approve a 5% of base salary Bilingual Pay Premium.
BACKGROUND:
The District recognizes that employees who regularly utilize their bilingual skill sets during
the execution of their responsibilities provide a great benefit to the community and the
District. The District also recognizes the additional workload associated with providing
bilingual services, especially in translation of District documents. This became increasingly
apparent over the course of the past 6 months during the District’s strategic planning
community focus groups and customer service document translation with our local
Spanish-speaking residents. It is also consistent with and supports the emerging need to
provide access to resources and services for an increasingly diverse community.
Recognizing the necessity of the skill set and community benefit, staff is recommending
approval of a bilingual wage premium of 5% of base salary for qualifying employees. The
Bilingual Pay Premium has been agreed upon with the International Brotherhood of
Electrical Workers (IBEW) Local 1245 outside of the Memorandum of Understanding
through a signed Letter of Agreement (LOA).
FISCAL IMPACT:
The 5% Bilingual Pay Premium would be retroactively applied to begin in December 2020
for the current employees who meet the criteria to receive the pay applied to her base
wage moving forward.
This equates to an estimated $3,861.76 in additional payroll for FY21 based upon current
qualifications.
