HomeMy WebLinkAbout13 Consideration to schedule a public hearing for UWMP AGENDA ITEM 13 Page 1 of 2 MEETING DATE: May 5, 2021 TO: Board of Directors FROM: Neil Kaufman SUBJECT: Consideration of scheduling two Public Hearings on the 2020 Urban Water Management Plan and the Water Shortage Contingency Plan APPROVED BY______________________________ Brian Wright, Interim General Manager/ Water Utility Director RECOMMENDATION: Schedule two public hearings for the June 2, 2021 Board Meeting at 6:00 p.m., or soon thereafter, for the purposes of: 1.) Public Hearing for the adoption of the District’s updated Water Shortage Contingency Plan; and 2.) Public Hearing for the adoption of the Urban Water Management Plan. DISCUSSION: The Urban Water Management Planning Act (California Water Code Section 10610) requires that all urban water suppliers prepare urban water management plans (UWMPs) and update them every five years. The District is considered an urban water supplier since it serves more than 3,000 customers. The main purpose of an UWMP is to facilitate long-term water resource planning and ensure that adequate water supplies are available to meet existing and future water needs. The District’s current UWMP was adopted on June 1, 2016. The District is required to adopt and submit an updated UWMP no later than July 1, 2021. An overview of the UWMP update process was presented at the January 20, 2021 Board Meeting. As discussed at that time, adoption of the UWMP will require two separate actions: Page 2 of 2 1) Adoption of the updated Water Shortage Contingency Plan (WSCP). The WSCP is a required component of the UWMP. The State of California has determined that the WSCP must be adopted by a separate action. In that way, the WSCP can be updated without the need to update the entire UWMP. The District’s current WSCP was adopted by Ordinance 2014-05 in September 2014. A new ordinance will be required to rescind the previous ordinance and adopt the new WSCP. 2) Adoption of the UWMP. This action can be performed by resolution. Two separate public hearings are required. One on the WSCP and the second on the UWMP. The WSCP hearing and adoption should be conducted before the UWMP hearing and adoption. Draft copies of the WSCP and UWMP are attached. After scheduling the public hearing, copies of the draft documents will be posted to the District’s website and the District will begin the public notification process.
