SUBJECT: Schedule a Public Hearing Related to the Adoption of an
Ordinance Approving an Employment Agreement for the
General Manager

RECOMMENDATION:
Schedule a public hearing at the regularly scheduled District Board Meeting on June 2,
2021 at 6:00 PM, or as soon thereafter, for the purpose of receiving input and adopting an
ordinance approving an Employment Agreement for the new General Manager.
BACKGROUND:
In November of 2020, the Board embarked on a procurement of a new General Manager.
An Ad-Hoc Committee was created consisting of President Finn and Director Bender, with
Joe Horvath, Assistant General Manager / Electric Utility Director; and Mike Salmon, Chief
Financial Officer; as staff support. The Ad Hoc Committee reviewed and updated the
desired skill set competencies and presented them to the Board for input and approval.
After advertising for the position and working with Peckham and McKenney, the Board
reviewed applications and interviewed the top candidates and now has selected its
preferred candidate. President Finn and Director Bender are discussing the terms of
employment agreement with the preferred candidate. It is expected that such an
agreement will be ready for consideration by the full Board at the second meeting in May
and that it will be ready for approval at the first meeting in June. It is recommended that the
Board schedule a public hearing for June 2, 2021, to consider adoption of an ordinance
approving an Employment Agreement for the new General Manager.
