Wright, Interim General Manager RECOMMENDATION: Authorize the Interim General Manager to renew the contract with NV5 to perform geotechnical testing services for 2021 in an amount not to exceed $75,000. BACKGROUND: Geotechnical Testing involves testing of materials such as soil, asphalt and concrete associated with the District’s construction projects. The District has a need for such testing associated with its construction projects and District personnel are not trained nor equipped to perform the necessary testing work. In April 2020, the District issued a Request for Proposals (RFP) for Geotechnical Testing Services associated with the planned construction for the summer of 2020.Six proposals were received in response to the RFP. A staff committee reviewed the proposals and a recommendation was presented and approved by the Board to execute a contract with NV5 at the May 20,2020 Board meeting. The District has the need for geotechnical testing associated with three projects for the summer of 2021: District Pipeline Replacement -2021 Martiswoods Hydropneumatic Pump Station Replacement Project Truckee Substation Improvements -2021 The selection of NV5 in April 2020, was performed in accordance with District Code Section 3.08.070. It is current District practice that contracts for professional services such as geotechnical testing are reviewed on an annual basis and that a contract may be renewed for Page 2 of 2 at most two additional years after the initial award before the issuance of a new RFP is required.The work performed by NV5 in 2020 was satisfactory and renewal of the NV5 contract to perform testing during 2021 is being recommended by staff. The purpose of this contract is to ensure proper construction of District-funded capital projects in accordance with District Goals 3.4 and 4.5. 3.4. Conduct effective and efficient operations, maintenance, and replacement programs. (Water Department) 4.5. Provide effective and efficient maintenance and replacement programs. (Electric Department) FISCAL IMPACT: Geotechnical testing is paid on an hourly basis and the hourly cost allocated to the project for which the work is performed. The estimated cost for geotechnical testing for all three projects is $60,000. An additional change order allowance of $15,000 is recommended for a total authorization of $75,000 for 2021. Work on the District Pipeline Replacement -2021 and Martiswoods Hydropneumatic Pump Station projects will be funded by the Water Utility.Work on the Truckee Substation Improvements –2021 project will be funded by the Electric Utility.Sufficient funds exist in the Board approved FY21 operating budgets for each of the three projects to cover the cost of the geotechnical testing work. It should be noted that the District Pipeline Replacement –2021 project was not identified by name in the Water 2021 Capital budget adopted by the Board in the fall of 2019. As discussed in the agendized District Pipeline Replacement-2021 project approval (Item #15), sufficient funds are available in the Board approved FY21 Water Utility Operating Budget to cover the cost of this project.
