RECOMMENDATION:
Provide input to staff on desired option of the Building Modernization Project.
BACKGROUND:
District staff has been planning certain remodel activity since the Enovity Efficiency Report
of 2010, resulting in a list of projects regarding the District's Administrative Offices. The
District's current building was designed and built in the late 1980's with staff occupying the
building in 1987.
In the last several of years the Board has approved:
The Information Technology/Accounting area, located on the second story of the
building, has been updated to include a data center and expanded area for staffing
needs in both departments. This work has been completed mostly with District
Facility staff;
In 2017, the District embarked on the engineering and construction of the lobby,
customer service, and new construction areas of the building. This project
encompassed newer technologies, integrating the customer service and
conservation departments while keeping the face-to-face interactions with District
customers. This project also updated counters, egress and ingress, and bathrooms
to meet American with Disability Act (ADA) and safety standards. This project was
completed and closed earlier this year;
This past winter the District completed the upstairs remodel project including staff
workspace, kitchenette, and bathrooms.
In January 2020, the elevator rehabilitation project was completed;
On August 7, 2019 the Board approved a contract with Fringe Studio Incorporated
for the Window Replacement project. This project encompasses high energy

windows, stucco repair in the areas of the windows and painting (scheduled for
spring 2020); and
The District also embarked on the solar awning project. This project was envisioned
to bring multiple benefits to the District. First, shade to the south -facing portion of
the building to reduce solar heat gain. Secondly, recoup renewable benefits of solar
energy.
All of these projects are geared towards updati ng District facilities to increase asset
longevity and efficiencies.
During a strategically focused meeting, staff identified a possibility of combining the window
project and the solar awning project to maximize efficiencies with the use of in -house
personnel and obtain a stronger competitive bidding result by having a larger project scope.
During this meeting, staff also identified a desire to modernize the frontage of the building.
District staff reached out to the original architect, Dale Cox. Mr. Cox and his associate
Jennifer Stoll, collaborated with a diverse mix of District staff to analyze the possibility of a
modernization project.
The modernization design of the facade improvements could encompass visual aspects of
the solar awning project to the office windows, office exterior elements that flow with the
industrial components of the solar awning and connect the exterior signage with the design
of the building and interior upgrades.
This project would enhance the visual exterior of the building from a mid-1980's to a more
modern look that would be consistent with adjoining properties along the Donner Pass
Road corridor.
On March 4m 2020 the Board of Directors approved a contract with Jennifer Stoll Architect
for the conceptual design of th e three options for the Building Modernization Project.
Option A is essentially completing the windows and solar awning project. However, through
investigations the stucco on the building is in need of replacement, instead of just paint.
Option B includes work in Option A and stucco replacement. Option C encompasses both
other options and provides other elements such as a potential gym expansion and awning
outside of the current employee kitchen space. This workshop item is designed to go over
the options and explore the entire project.
FISCAL IMPACT:
There is no material fiscal impact associated with this item. However, the outcome of the
Board’s direction will form the budget.
