RECOMMENDATION:
Review and provide input on the Urban Water Master Plan Update process.
BACKGROUND:
The Urban Water Management Planning Act (California Water Code Section 10610)
requires that all urban water suppliers prepare an Urban Water Management Plan (UWMP)
and update them every five years. The District is considered an urban water supplier since
it serves more than 3,000 customers.
The main purpose of an UWMP is to facilitate long-term water resource planning and
ensure that adequate water supplies are available to meet existing and future water needs.
The District’s current UWMP was adopted on June 1, 2016. The District is required to
adopt and submit an updated UWMP no later than July 1, 2021.
New requirements for the updated 2020 UWMP include:
Historic water utility data for the 2016 – 2020 period
Updated build-out water demand projections
Additional requirements regarding water reliability assessment and drought risk
Review of seismic risk
Review of energy intensity
Additional requirements for Water Shortage Contingency Plans
Consistency with the Sustainable Groundwater Management Act (SIGMA)
The District is required to conduct a public hearing prior to adoption of the UWMP.

Adoption of a UWMP is exempt from CEQA per California Water Code Section 10652.

May 5, 2021 Adoption of Water Shortage Contingency Plan
May 19, 2021 Review of draft UWMP
June 16, 2021 Public Hearing on UWMP
June 16, 2021 Adoption of UWMP
June 25, 2021 Submittal of UWMP of Department of Water Resources

There is no fiscal impact associated with this workshop item.
