Why this matter is before the board: The Water Department has prepared a set of Bid Documents for construction of the District Pipeline Replacement— 2007— Contract B Project. Approval from the Board of Directors is necessary for two issues related to this project; 1) Approval of the plans and specifications for the project 2) Authorization to advertise for Bids 2. History: During 2006, the Water Department has made presentations to the Board regarding the need for additional pipeline replacement work. In the Fall of 2006, the District issued Certificates of Participation totaling about $28.5 million. About $ 11.3 million is intended for pipeline replacement work over the next few years. At the November 1, 2006, the Board authorized advertising for Bids for the District Pipeline Replacement — 2007 — Contract A project. The Bid opening for Contract A is scheduled for December 13, 2006. 3. New information: Over the past few months, Water Department Staff Reports have discussed the planned District Pipeline Replacement— 2007— Contract B project. The staff reports have discussed planned pipeline work on Skiview Loop and Hillside Drive. At the beginning of November, I sat down with Mark Thomas and Ed Taylor to review the leak repairs performed during 2006. Based upon this meeting, it was decided to replace a portion of Skiview Loop along with a portion of Skislope Way instead of the previously discussed portion of Hillside Drive. Both Skislope Way and Hillside Drive are included in the Priority 1 group of pipelines needing replacement that has been presented to the Board previously. The portion of Hillside Drive needing replacement will likely be shifted to 2009. Replacement of the Skislope Way pipeline is favored over the Hillside Drive pipeline for the following reasons: 1) There have been more leaks on the Skislope Way pipe in the past two years. 2) The water on Skislope Way has passed through three additional pump stations, consuming more electricity before it is lost to leakage. 3) The houses immediately below the Ski Run Tank suffer from low service pressures and marginal fire flows. The proposed pipeline construction will address this problem. Also included in Contract B is about 410 feet of pipeline on Basel Place. In October, just as Longo Incorporated had completed the pipeline work on Mougle Way, a significant leak surfaced on Basel Place. A District crew spent two days installing repair clamps and trying to locate the remaining leaks, but was unable to find all of the sources of the water. The pipe is still leaking and we hope to have it repaired in the next few weeks. In hindsight, this section of pipeline should have been included in the 2006 Contract B work by change order. However, the scope of the problem was not known when Longo Incorporated demobilized from the project site. The plans and specifications for the District Pipeline Replacement— 2007— Contract B are complete and ready to be advertised. All of this work is categorically exempt from CEQA and the appropriate documentation will be filed with Nevada County in the next few weeks. The current project schedule is given below: December 6, 2006—Board Authorization to Begin Advertising for Bids January 24, 2007—Bid Opening February 7, 2007—Award of Contract May 2007—Begin Construction 4. Recommendation: I recommend that the Board: 1) Approve of the plans and specifications for the District Pipeline Replacement — 2007— Contract B project. 2) Authorize staff to begin advertising for Bids with a Bid Opening Date of January 24, 2007.
