WHY THIS MATTER IS BEFORE THE BOARD The Board must authorize payments to employees for a safety incentive. 2. HISTORY The District's workers' compensation insurance modifier (X-MOD) has steadily decreased since 2010. In 2014, it increased slightly. Lost-time accidents contributes significantly to the X-MOD factor. The District’s first lost-time accident in the past three and a half years occurred on May 23, 2014. The three years prior to this accident, the District rewarded employees for no lost-time accidents in 2011, 2012 and 2013 in the amounts of $125, $200 and $250, respectively. 3. NEW INFORMATION The District experienced two lost-time accidents in 2014 that will affect the X-MOD factor and result in increased workers’ comp premiums. The District's commitment to safety is shown through the safety culture among the employees. Regular trainings, meetings and review of incidents is part of the program to keep safe work practices a priority during the work day. The District’s goal and incentive program of no lost-time injuries has been effective since 2010. Rewarding safe behavior and practices is an effective way of promoting and maintaining our successful safety culture. The District is proposing to continue with the goal of no lost-time injuries or accidents and reward employees for reaching this goal. With the help of the safety committee, the District is proposing that each employee that reaches this goal receive a $250 incentive. The Union has also committed to support this program to reward employees for no lost-time injuries or accidents. Kim Harris Michael D. Holley Human Resource Manager General Manager 4. FISCAL IMPACT Cost of the 2015 safety incentive program will be $16,500. Sufficient funds exist within the FY15 budget. 5. RECOMMENDATION Approve a safety incentive of $250 to each District employee provided they incur no lost-time accidents occur through December 31, 2015.
