WHY THIS MATTER IS BEFORE THE BOARD Board action is required to adopt a final Mitigated Negative Declaration and file a Notice of Documentation under CEQA. Board action is also required to formally adopt the Electric System Master Plan. 2. HISTORY The Electric System Master Plan is a comprehensive planning report providing information on existing District electric system facilities and the current level of service provided to District customers. On December 18, 2013, the Board approved the selection of Electric Consultants Inc. (ECI) to prepare the Electric System Master Plan report for the District. Major milestones in the history of the project to date include: October 2014 - CEQA Initial Study prepared by Inland Ecosystems November 19, 2014 - Workshop to discuss the completed Master Plan report December 3, 2014 - Board approval of the CEQA Initial Study December 17, 2014 - Public Hearing on CEQA Initial Study January 21, 2015 (tonight) - Adoption of the Final CEQA Document and Master Plan (this item) 3. NEW INFORMATION The thirty-day review period was complete on January 2, 2015. The District did not receive any comments at the public hearing but did receive one letter from the Central Valley Regional Water Quality Control Board during the review period. These comments were subsequently submitted through the State Clearinghouse after the public comment period, and this composite letter is included as Attachment 1. We did also receive an email response from the Department of Fish and Wildlife after the close of the comment period. All comments were already considered as part of the CEQA Initial Study. FISCAL IMPACT The District's cost associated with approval of the Initial Study and Master Plan were included in the FY14 budget. FY15 budget impacts are limited to a one-time CEQA filing fees of $2,260 to be paid to Nevada County and $50 to Placer County. 5. RECOMMENDATION Adopt the Electric System Master Plan and Final Mitigated Declaration and authorize the filing of the Notice of Determination with the appropriate agencies.
