Consideration of the Award of a Contract to Purchase a Control
House for the Donner Lake Substation Rebuild Project
CONSENT
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The District is rebuilding the Donner Lake Substation to improve coordination with the
adjacent transmission line, improve protection of our equipment, and provide
compliance with current code requirements. The District awarded the engineering
contract for this project in July 2014. The transformer purchase contract was awarded
in December 2014. Engineering design is on-going. The bid period for this Contract
was from December 5, 2014 to January 7, 2015.
3. NEW INFORMATION
The bid opening was held at 3:00 PM on January 7, 2015. Seven bids were received.
A summary of the bids is given below:

The bid from Myers Power Products had a minor irregularity regarding the
acknowledgement of Addendum No. 1. This irregularity was reviewed by District
counsel and does not provide any advantage nor does it affect the bid price. The bid
from Myers Power Products was then determined to be the lowest responsive bid.

4. FISCAL IMPACT
The FY 2015 Budget includes funding for this project.
5. RECOMMENDATION
Award the bid for a control enclosure to Myers Power Products in the amount of
$154,537, plus a 10% change order allowance for a total amount not to exceed
$169,990.70.
