Holley Assistant General Manager General Manager 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY The District is rebuilding the Donner Lake Substation to improve coordination with the adjacent transmission line, improve protection of our equipment, and provide compliance with current code requirements. The District awarded the engineering contract for this project in July 2014. The transformer purchase contract was awarded in December 2014. Engineering design is on-going. The bid period for this contract was from December 5, 2014 to January 7, 2015. 3. NEW INFORMATION The bid opening for this project was held at 3:30 PM on January 7, 2015. Three bids were received. A summary of the bids is given below: Bidder Location Bid Price Alstom Grid, Inc Charleroi, PA $34,750.00 Southern States, LLC Hampton, GA $35,920.46 Geo. E. Honn  Co., Inc Vacaville, CA $40,598.00 4. FISCAL IMPACT The FY15 Budget includes funding for this project. 5. RECOMMENDATION Award the bid for a circuit switcher to Alstom Grid, Inc. in the amount of $34,750, plus a 10% change order allowance for a total amount not to exceed $38,225.
