Discussion of the District Pipeline Replacement – 2015 Project
WORKSHOP
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is informational. The Water Department intends to construct the District
Pipeline Replacement - 2015 project during the summer of 2015.
2. HISTORY
The Water Department has an ongoing need to replace existing water pipelines that
fall into two basic categories.
1) Pipes that are in poor condition and require repeated repairs.
2) Pipes that are old, undersized (typically 4-inch diameter and smaller) and have
exceeded their useful life.
Historically, the District has undertaken an annual pipeline replacement project. In
2014, the pipeline replacement project involved replacement of about 4,350 feet of
pipe at eight locations throughout Truckee.
3. NEW INFORMATION
The scope of District Pipeline Replacement - 2015 project has been finalized and
the contract documents are essentially complete. The project covers about 4,900 feet
of pipeline along three segments in Tahoe Donner. Figure 1 shows the planned
replacement work. Listed below are the planned pipeline segments.
Northwoods Boulevard from Viking Way to Norse Avenue
Northwoods Boulevard from Christie Lane to Davos Drive
Northwoods Boulevard at Swiss Lane
The Town of Truckee is undertaking a three-year project to repave Northwoods
Boulevard. The portion from Donner Pass Road to the flashing red signal was
repaved in 2014. The northern portion of the Northwoods Loop from the flashing red
signal to Fjord Road will be repaved in 2015 with the remaining southern portion of the
loop planned for 2016. The pipeline replacement work is located on the southern
portion of the loop and should be completed before the Town repaves the roadway.
As discussed at previous workshops, the District’s overall communications plan calls
for the installation of a fiber optic cable network to link all of the District’s remote
facilities together. This network will have greater speed and reliability than the existing
radio systems.

The District has miles of inactive water pipelines that have been replaced over the
years. The District believes that utilizing some of these inactive water pipes as
conduits could result in a significant cost savings for installation of the fiber optic
network.
Therefore, the installation of about 7,800 feet of inner duct along with pull boxes and
pole risers for two segments of Northwoods Boulevard has been included in the
pipeline project as a test case. These locations are shown on Figure 2. These
facilities will allow the installation of the fiber optic cable at a future date without having
to disturb the newly paved roadway.
The current project schedule is:
Begin Advertising for Bids - February 2015
Bid Opening - End of March 2015
Bid Award - April 2015
Begin Construction - May 2015
Complete Construction - October 2015
In addition to the construction contract, the District will retain outside consultants to
perform geotechnical testing, surveying and environmental services during the
construction period.
4. FISCAL IMPACT
The Water Department has allocated about $1,200,000 for the pipeline replacement
work. The planned funding source for this project is the Water Department Capital
Replacement Fund.
The Electric Department has allocated about $200,000 for the inner duct, pull boxes
and risers. The planned funding source for this project is the Electric Department
General Fund.
