Holley Assistant General Manager General Manager 1. WHY THIS MATTER IS BEFORE THE BOARD A finding by the Board is necessary to continue the sole source purchase of electric distribution switches. The sole source purchase is necessary to maintain compatibility and operational functionality of the District's overhead distribution system. 2. HISTORY Electric switches are key components of the electric distribution system. They are used to energize/de-energize segments of power lines for maintenance or outage restoration. The District has been using Inertia overhead distribution switches exclusively for at least the past 8 years. These switches provide superior reliability and operability, and continuing use of these switches contributes to consistency throughout the District's system. 3. NEW INFORMATION The Electric Department has an ongoing need to purchase switches to serve new development and to replace existing switches. A finding by the Board is necessary to sole source the purchase of electric distribution switches, as specified in District Code Section 3.08.010.7. The sole source purchase is necessary to maintain compatibility and operational functionality of the District's overhead distribution system. A resolution is required to authorize the sole source purchase of equipment and is included as Attachment 1. In future years, this equipment will be included in the Annual Purchases. 4. FISCAL IMPACT Sufficient funds exist in the FY15 budget for the purchase of these switches. 5. RECOMMENDATION Adopt Resolution 2015-01 finding that the sole source purchase of electric distribution switches from Inertia Engineering is necessary to maintain consistency throughout the District's overhead electric system, in an amount not to exceed $35,000.
