WHY T HIS MAT T ER IS BEFORE T HE BOARD Board action i s required for expenditure s in excess of $15,000. 2. HIST ORY Geotechnical Testing involves testing of mate rials such as soil, aspha l t and concrete associated with the Di stri ct’s constructi on pro jects. The District has a need for such testing associ ated with i ts constructi on projec ts. District personnel are not trained nor equipped to perform the necessary testi ng wo rk. In February 2013, the District issued a Request for Proposals (RFP) for Geotechnical Testing Services associated with the planned 2013 construction projects. The scope of work covered testing of backfill materials and asphalt associated with construction projects to be performed during the summer of 2013. The RFP stated that the District could choose to retain the selected firm to perform additional testing work during 2014 and 2015. After review of the proposals, Distri ct staff recommended that to Holdredge & Kull (H&K) be selected. The Board then awarded a contract to H&K for work to be performed in 2013. In April 2014, the Board awarded a contract to H&K of backfill materials and asphalt associated with construction projects to be performed during summer of 2014. 3. NEW INFORMAT ION The work performed by H&K duri ng 2013 a nd 2014 was satisfactory. Distri ct staff requested a proposal to perform ge otech nical testing for the pl a nned District Pipeline Replacement -2015 project. The co st prop osal from H&K for this work is $60,104 . 4. FISCAL IMPACT Geotechnical testing wi ll be paid on an hour ly basi s b ased on the actual number of hours spent on-si te by H&K personnel . T he funding source for thi s contract i s the W ater Department Capi tal Replaceme nt Fun d. Suffi ci ent funds exist to cover the costs. Michael D. RECOMMENDAT ION a)Award a contract and authorize the Ge neral Manager to execute a contract for Geotechnical Testing Services to Holdredge & Kull in an amount not to exceed $60,104. b)Authorize the transfer of up to $60,104 from the W ater Department Capital Replacement Fund to the W ater Department General Fund to cover the cost of the contract.
