1. WHY T HIS MAT T ER IS BEFORE T HE BOARD
Board action is required f or expe nditures in excess of $15,000.
2. HIST ORY
Over the past four years, the District ha s i nve sted in communication l i n ks between the
District headquarters and currently 4 remo te electric substati ons and 13 water
di stributi on stations. These communi cation links support criti cal SCADA
communi cations, as wel l as security, network access, and radi o communi cati on
technol o gi es. Maintai ni ng and ensuring these communication links are availabl e at all
times, even after l arge storms, i s critical to the District's ability to continue to serve our
custome rs water and power.
Advanced Communications Technol ogy Serv i ces (ACTS) was the l e ad testing and
splicing contractor for Phase 1 and 3 of the SCADA communi cati on project. ACTS
has been an i ntegral co mpany in building the se communi cation l i nks and knows our
field communi cati on system well. Their past work has been of hi gh quality.
3. NEW INFORMAT ION
The service contract wil l ensure same day service sh ould our communicati on lines
every become damaged due to storms, di gins , or other unforeseen prob l ems.
4. FISCAL IMPACT
Sufficient funds exi st in the FY 2015 b udge t for thi s expense with a not to exceed
amount of $30,000. The se costs are based on an as ne eded basis. Shoul d thi rd party
damages occur, the Di stri ct will recover costs.
5. RECOMMENDAT ION
Authori ze the General Manager to enter i nt o a professi onal services contract with
ACTS for communicati o n services and repair in an amount not to exceed $30,000 in a
contract form acceptable by District Counsel.
