1. WHY T HIS MAT T ER IS BEFORE T HE BOARD
This i tem concerns conti nuing electric and water sta ndby charges i n Nevada and
Placer Counties throug h the Di strict resoluti ons. Only the Board can adopt these
resolutions.
2. HIST ORY
Each year the Board i s required to ado pt resol utions establishi ng el e ctric and water
standby charges and re questing Nevada and Pl acer Counti es to collect the charges
on the a nnual property tax bi l l s.
Standby charges have been assessed on va cant parcels in the District since 1975.
These annual charges recoup the District's o perating and maintenance costs of the
el ectri c and water distribution faci l i ties from parcel owners who benefit from thei r
vacant lot being in close proxi mity to the di stri buti on facili ties.
The current el ectric standby charge applies to vacant parcels wi th a Distri ct electric
di stributi on line i nstalled along an easement or along a public road or right of way
within 200 feet of the n earest exteri or b ounda ry line o f any such parcel . The Electric
Standby Charge i s $20 .00 per year for each parcel 1 acre or l arger, or $10.00 per
year for each parcel l ess than 1 acre.
The current W ater Standby Charge applies to vacant parcels wi th a Di strict water
di stributi on l i ne not l ess than two inches i n d iameter installed within 100 feet of the
nearest exterior boundary l i ne of any such par cel. The current W ater Standby Charge
i s $80.00 per parcel per year.
3. NEW INFORMAT ION
The Di stri ct has not changed the standby rate s in many years, and no changes to the
charges are bei ng proposed at this ti me. The parcel l i sts are currently i n prel i mi nary
form onl y. Final lists wi l l be on record wi t h the Counties and the Administrati ve
Servi ces Department.

Attachment 1 contains four resolutions re quired to continue assessing standby
charges and place them on Nevada and Placer County tax rolls. Resolution 2015-06
i s for continui ng the el e ctric standby charge fo r 2015-2016. Resolution 2015-07 is for
continui ng the water standby charge for 2 015-2016 . Resolutions 2015-08 and
2015-09 request Nevada and Pl acer Co unti es to collect the charges.
The water standby charge does not appl y to vacan t parcel s in the Donner Lake
service area nor i n the Glenshire service area .
4. FISCAL IMPACT
The estimated revenue for this action is:

Charges on County of Nevada Tax Rol l for Collection
d)Resol uti on No. 2015 -09 -Requesting Col lection of El ectri c and W ater Standby
Charges on Placer County Tax Roll
