WHY T HIS MAT T ER IS BEFORE T HE BOARD Board approval is requi red for procurements i n excess of $15,000 and declare Unit 374 surplus and dispose of in accordance with Distri ct policy. 2. HIST ORY The backhoe l oader i s an essenti al piece of e qui pmen t in the maintena nce and repai r of the Di strict's water distri bution system. The W ater Division fl eet cur rently i ncludes two John Deer 410 backhoe loaders, equippin g the Di stri ct wi th the ab i l i ty to mobi l i ze multi ple crews in response to water distributio n system repai rs at any given time. One of the existing John Deer 410 backhoe l oader s, Unit 37 4, has been in service for more than 17 years and i s approaching the end of its usefull life. Historical ly, Di strict staff has projected uti l i ty of heavy equipment to b e approxi mately 15 years, at whi ch ti me the asset is evaluated for conti nued use or re pl aceme nt. District staff has eval uated Uni t 374 as an asset in need of replacement. 3. NEW INFORMAT ION On May 8, 2015, the Di strict publicly a dverti sed speci fications and re quests for the purchase of a new backhoe l oader. On May 26, 210 5, a bi d opening was held and the District recei ved one responsive bid from Pape Machinery, Inc. i n the amount of $113,89 0. The Distri ct has reviewed all submitted documents and has determi ned the bi d from Pape Machi ner y, Inc. to be resp onsiv e of al l District specifi cati ons. 4. FISCAL IMPACT Funds for the purchase of the backhoe loa der are a vailabl e i n the W ater Vehi cle Reserve Fund and funds from the sale of U nit 374 will be transferre d to the W ater Department Vehi cle Replacement Fund. RECOMMENDAT ION (Revi sed) Authori ze the General Manager to sign a contract for the purchase of a new 2015 John Deer 410L Backhoe to P ape Machinery, Inc. i n the amount of $113,89 0 pl us tax and delivery, for an a mount not to exceed $125,279 Authori ze the transfer o f $125,279 from the W ater Vehicle Reserve Fu nd to the W ater Vehi cle Replacement Fund Declare Unit 374 as surplus and deposi t sales proceed s i nto the W ater Vehicle Replacement Fund.
