Subject: Consideration of the Award of an Annual Welding Services Contract
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for procurements in excess of $15,000.
2. HISTORY
The District has periodically required the services of a licensed and certified welder
during the maintenance and repair of District owned facilities and infrastructure.
Welding services are generally planned and scheduled in advance but can often
require emergency response outside of normal business hours. More recently, in
addition to the periodic maintenance and repair projects, the District has established
the need for welding services for the following projects:
• Strand Booster Station -Replacement of the existing pvc pump discharge
manifold with a new welded steel pipe manifold
• Donner View Tank - Installation of new safety handrail, ladder and
communication support structure
• Old Greenwood Tank - Installation of new safety handrail and communication
support structure
3. NEW INFORMATION
On May 8, 2015 the District publicly advertised request for proposals for a welding
services agreement. Sealed proposals were due on May 22, 2015. The District
received one proposal from Poulin Steel Fab., Inc.
Staff has reviewed the submitted proposal and has determined Poulin Steel Fab., Inc.
to be responsive and in compliance with all District specifications. An overview of the
cost proposal is provided below:

4. FISCAL IMPACT
Sufficient funds for the cost of welding services are available in the Board approved
FY14/15 Water Utility Operations and Maintenance Budget. The District will have the
option to continue the 3 year services contract each year.
5. RECOMMENDATION
Award the welding services bid to Poulin Steel Fab., Inc. and authortize the General
Manager to enter into a contract for an amount not to exceed $25,000.
