HomeMy WebLinkAbout7 Purchase Well PumpAgenda Item # 7 CONSENT To: Board of Directors From: Brian Wright Date: June 08, 2015 Subject: Consideration of the Purchase of a Replacement Pump Control Shelter for Well 20 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for procurements in excess of $15,000. Well 20 is a 550 gallons per minute (gpm) submersible well, located in the Glenshire subdivision. The well was drilled in 1996, with the operation and maintenance being assumed by the District following the aquisition of Glenshire Mutual Water Co. The well facility is a critical asset, as it serves as the primary potable water source for the Glenshire community. The well facility is equipped with a pedestal mounted motor control center and SCADA cabinet, each of which are out dated and out of compliance with current code and construction standards. The facility is also equipped with a chlorine dosing system and chemical storage tank, housed in a wood framed shelter, repurposed from a previously existing Glenshire Mutual Water Co. facility. The wood - framed shelter is limited in its capacity to house an updated motor control center, SCADA hardware, and is in need of significant repairs. 3. NEW INFORMATION District staff has determined the need to replace the existing Well 20 motor control center and chlorine dosing system shelters with a new precast concrete pump control shelter. The new pump control shelter will include updated motor control center, electrical power distribution center, as well as faciltate an seperately contained and ventilated chlorine storage and dosing system. Additionally, the new precast pump control shelter will provide significant improvements in the safety and security of the District's critical water supply asset. On May 13, 2015 the District advertised a request for bids for the purchase of a lightweight precast concrete shelter, including a factory installed electrical distribution and motor control center. A bid opeing was held on June 2, 2015 and the District received two sealed bids. Staff evaluated the bids for accuracy and compliance with District specifications and has determined GFRC Shelters to be the lowest responsive bidder in the amount of $108,909. A summary of the received bids has been provided in the following chart. FISCAL IMPACT The Capital Reserve Fund will be used for this project until the fund is depleted. The remaining cost will then be funded from the Water Operating Reserve Fund. 5. RECOMMENDATION Award a the bid an authorize the Gener a purchase of a lightweight precast concret, of $108,909 including a 10% contingency, Michael D. Holley General Manager / Water Utility Manager I Manager to enter into a contract for the shelter from GFRC Shelters in the amount for a total amount not exceed $119,800.
