Subject: Consideration of the Award of a Contract for Purchase of
Networking Equipment
1. WHY THIS MATTER IS BEFORE THE BOARD
Board action is required for expenditures in excess of $15,000.
2. HISTORY
In 2011, Cisco core switches where purchased to improve the District's infrastructure.
The equipment has performed well but is now at its end of life by the hardware
vendor. The proposed replacement network equipment includes core switches to form
a redundant backbone which will integrate District systems for increased efficiency,
security, and high availability. We also sourced standardized equipment from multiple
vendors to reduce costs, increase reliability and ensure easy migration as our needs
change.
3. NEW INFORMATION
Project pricing was derived from three sources:
• The core switch equipment quote from AMS, containing WSCA pricing, is
$125,940.65;
• The ancillary equipment quote from Luma Optics, containing web pricing is
$9,363.60; and
• The ancillary equipment quote from Amazon, containing web pricing is
$4,424.40.
State of California has competitively bid equipment through the Western States
Contracting Alliance (WSCA); which District code allows joint purchasing and quoting
of competitive pricing.
AMS proposal was reviewed by staff and found to meet the District's needs. Ancillary
quotes from online retailers were found to meet the District's needs and further reduce
the cost of the project.
4. FISCAL IMPACT
Sufficient funds exist within the approved FY16 Electric General Fund for this project
with a not to exceed amount of $153,701.51.

5. RECOMMENDATION
Approve the purchase of Network Equipment including ancillary equipment in an
amount of $139,728.65 plus a 10% change order contingency of $13,972 .86 for a total
amount not to exceed $153,701.51 .
