Consideration of Awarding a Contract to The Family Resource
Center for the 2016 Energy Saving Program
1.WHY THIS MATTER IS BEFORE THE BOARD
The Board of Directors approves the District's programs and contracts exeeding
$15,000.
2.HISTORY
SB1037 requires that the District charge our customers 2.85%of retail sales (Public
Benefits Funds)and that these funds be used to fund a combination of energy
efficiency,renewable energy,research &development,and low-income programs.
The District has been serving our low-income customers in a variety of ways in the
past.In 2008,the District formalized a low-income program titled Low-Income Energy
Saving Program (ESP).This program offers qualified customers a credit on their bill
equal to their highest monthly bill in the last 12-months (up to $200)but requires that
the customer participate in the Conservation Departments Residential Energy Survey
(RES)program and that they install the free energy and water saving measures that
are handed out at the time of survey.The end result is an -15%savings to the
customer due to the one-time credit on their bill along with a stream of savings (-15%
per year over 5+years)due to the energy and water savings.
In 2008,the District needed a local partner with access to those in need to help
promote the ESP program and to qualify applicants and schedule the RES.After
working with local agencies and non-profit partners,the Family Resource Center of
Truckee (FRC),was the clear choice to partner with the District on this program.This
remains the case today.
3.NEW INFORMATION
The District's ESP program has been very successful in serving those in need but has
experienced reduced participation over time.This is consistent with the natural
saturation that occurs with conservation programs but may also be influenced by
some turn-over at FRC which appears to be stabilizing.Although participation per
year has dropped from close to 200 the first year to a little over 50 last year,this
program is still very important to the participating customers and remains a cost-
effective way to serve this population.The District has reduced the size of our
contract with FRC over time to match the scope of work.The District is also seeking
other 'ways to serve those in need such as the special project at the Truckee Senior
Center brought to the Board earlier this year.
4.FISCAL IMPACT
The contract for the 2016 ESP program is for an amount not to exceed $5,000 and
staff is asking for an option to extend for two one-year periods,upon mutual consent
and at the current contract terms and conditions,for a total amount not to exceed
$15,000.Sufficient funds exist in the approved FY16-FY17 budgets and are expected
to be available in the FY18 budget.
5.RECOMMENDATION
1)Authorize the General Manager to execute a contract with the Family Resource
Center of Truckee for the 2016 ESP program for an amount not to exceed $5,000.
2)Authorize the General Manager to extend the contract upon mutual consent,at the
current contract terms and conditions,for two one-year periods,for a total amount not
to exceed $15,000.
