Subject: Consideration of Change Order No.1 for the Well 20 Pump and
Motor Replacement Project
1. WHY THIS MATTER IS BEFORE THE BOARD
District Code requires that all procurements in excess of $15,000 be submitted for
Board approval.
2. HISTORY
In September, 2015 District Staff determined the pump and motor assembly for the
Well 20 facility had failed and would require replacement. In October, the District
publicly advertised request for bids for the Well 20 Pump and Motor Replacement
Project and at the November 18, 2015 meeting the Board awarded a contract to
Carson Pump, LLC, in the amount of $58,800, plus a 10% contingency, for a total
amount not to exceed $64,680,
Items included in the scope of work for this project included the purchase and
installation of a new and factory complete 150hp pump and motor assembly, the
reinstallation of the District's 630' of existing 5" diameter well piping, factory approved
start-up, testing of the new pump and motor assembly, and video inspection of the
3. NEW INFORMATION
Following the removal of the failed Well 20 pump and motor assembly, Carson Pump,
LLC. conducted a video inspection of the well column. The video inspection of the
well column revealed multiple zones of damage to the well column perforated louvers
between at depths of 3221-675' from the surface. The damage includes areas of bent
and missing louvers. Well column perforations and.or louvers allow ground water to
freely flow into the well column, while reataining or preventing gravel and sand from
entering. This is a critical component of a groundwater well's performance and
sustainability.
The areas of damaged and/or missing louvers will require additional wire brushing,
bailing and removal of excess debris and well column screen repair. The reppir of the
well column perforated, or louvered screen will require the contractor to mobilize
additional equipment and the approval of Change Order No. 1, in the amount of
$19,5000
4. FISCAL IMPACT
Funds for Well 20 Pump and Motor Replacement Project, Change Order No. 1 are
available in the FY16 Water General Fund,
5. RECOMMENDATION
Authorize Change Order No. 1 for the Well 20 Pump and Motor Replacement Project
in the amount of $19,500, for a total contract amount not to exceed $84,180.
