Subject: Consideration of Extending a Contract for Evaluation, Measurement
& Verification of the 2016 Conservation Programs
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The District is required each year to report to the California Energy Commission (CEC)
on the energy savings achieved by its energy conservation programs. Starting in 2008,
the District has retained an Evaluation, Measurement and Verification (EM&V)
consultant to perform a 3rd party, objective evaluation of the current year programs.
The final EM&V report is the basis for our CEC reporting and provides valuable
feedback to Staff on the performance of our many programs.
The EM&V process also aids Staff with optimizing program design and
implementation. This program optimization brings greater value to the Truckee
community by identifying opportunities to maximize program return on investment. The
expertise of the EM&V consultant is a valuable asset in program optimization.
The District issued an RFP and awarded a contract for the 2014 EM&V in July 2014 to
ADM Associates Inc. The contract was for an amount not to exceed $30,000. This
contract included the option to extend the contract for one year, upon mutual consent,
at the current contract terms and conditions. The contract was extended for
evaluation of the 2015 conservation programs for an additional one year period with
the same contract terms and conditions.
3. NEW INFORMATION
The District has an opportunity to begin evaluation of 2016 energy efficiency projects
and programs beginning in May 2016. Specifically, monitoring of the TTUSD lighting
upgrade at the District Office/Sierra Expeditionary Learning Acadamy will provide the
basis for energy savings in like projects planned by TTUSD for 2016 through 2018 and
funded in part by Proposition 39 funds. Additionally, exit surveys at events where the
District distributes lighting measures are planned and will provide valuable insight into
the effectiveness of this distribution mechanism.
ADM Associates Inc. has performed very well and brought a new perspective to the
EM&V process. The EM&V work and reports have been invaluable in validating the
performance of the District's energy conservation programs and maintaining the
stature of the District at the State and Federal level. ADM Associates Inc. is a
respected EM&V consulting firm at the state and national level and a local asset
available to the District. Finding a competent and cost-effectie EM&V consultant
remains problematic because of a limited pool of potential vendors and the small size
of the District. Both the Conservation staff and ADM Associates Inc. are interested in
extending the recent contract for an additional year to cover the EM&V work for the
2016 programs.
4. FISCAL IMPACT
The contract extension for the TDPUD 2016 Conservation Programs EM&V work is for
a one-year period for an additional amount not to exceed $30,000. Sufficient funds
exist within the FY16 and FY17 Conservation Department budgets for this program.
5. RECOMMENDATION
Authorize the General Manager to execute an amendment to extend the EM&V
contract with ADM Associates, Inc. for one year for an additional amount not to
exceed $30,000 at the current contract terms and conditions.
