Subject: Purchase of an Integration Software for Outage Management System
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
The District has used an Outage Management System (OMS) software from
Schneider Electric, called Responder, since 2006. This software integrates with the
District's GIS software, and is responsible for the collection and management of
electric outages throughout the District.
Currently individual meter outages are entered into the system via phone calls from
our customers. Additional phone calls allow the OMS to predict the full size and
location of outages. The more phone calls, the better the prediction.
3. NEW INFORMATION
The District is currently in a beta test phase of an Automated Meter Infrastructure
(AMI) deployment with Aclara. This project allows for the automatic reading of usage
and status of AMI meters installed in the field.
One advantage AMI meters can provide the District is to provide their power status
back to other District systems, like the OMS. With real-time status updates, the OMS
can more accurately predict the time and location of electrical outages, creating
information that can reduce the time to restore outages, and improve the District's
outage history records for State required reliability indices.
Schneider Electric, has developed a new add -on software to Responder, called
Responder Integration Framework, that allows for the integration to our meter status
messages, as well as call centers, and electric SCADA.
It is recommended that the Board approve asole-source purchase of this add -on
software from Schneider Electric. The District's current OMS is from Schneider
Electric and the add -on software is specifically developed for this OMS. The District
cannot purchase this software from another vendor, and other vendors do not have
intgration software for sale that works with Responder.
Schneider Electric has provided a price quotation of 4)15,000 for the initial purchase of
Responder Integration Framework software, and an amount, not to exceed, of
$10,000 for professional services to install, configure, and test integration of the
software. This software is also expandable, and will be used in the future to integrate
the electric scada, customer information system, and CRC call center.
4. FISCAL IMPACT
The price quotation from Schneider Electric is $15,000, not including sales tax, plus an
amount not to exceed $10,000 for professional services.
The planned funding source for this equipment is the Electric Department General Fund.
5. RECOMMENDATION
1) Dispense with competative bidding of a Responder OMS Integration
Framework software in order to ensure real-time integration and compatatbility
with Alcara AMI meters and the District's OMS,
2) Authorize the General Manager to purchase the Responder Integration Framework
system from Schneider Electric in an amount of $15,000 plus a 10% change order
allowance, for an amount not to exceed 16,500.00 plus sales tax.
3) Authorize the General Manager to execute a proffesional services agreement with
Schneider Electric in an amount not to exceed 4)10,000.

We propose that Truckee Donner Utility District (TDPUD) contract with Schneider
Electric professional services under a time and material agreement. Truckee Donner will
be implementing the Schneider Electric Responder Integration Framework (RxIF) and
integrating it with the Aclara MDM product. The intent of this engagement is for
Schneider Electric to provide remote technical assistance for the OOTB installation and
configuration of RAF to support the MDM integration.

Remote Technical Support

Schneider Electric will provide up to 40 hours of remote technical assistance over a
period of 20 consecutive business days to TDPUD for the installation and configuration
of RAF to support integration with the Aclara MDM product. TDPUD will be installing
and configuring RAF to integrate with MDM.
Technical support will be provided during normal operating hours: 8AM to 5PM MST,
Monday through Friday, and no longer than eight (8) hours per day. Schneider Electric
requires a minimum of one (1) business day notice for any remote meetings required.
Resource assignment, constraints, and invoicing will be coordinated between the
TDPUD and Schneider Electric Project Managers.
Travel or onsite support is not included in this task.
Schneider Electric's engagement in this task is for the consultation and technical support
on RAF only. Schneider Electric is not expected to produce design documentation, other
artifacts, or product customizations as a result of this task.
Term and Price
The proposed services will be as authorized by TDPUD and will commence upon the
execution of this document. The services will be performed under a Time & Materials
agreement at the direction of TDPUD, allowing for Schneider Electric to bill TDPUD for
work performed and any expenses associated with the work. Schneider Electric's
services shall be billed per the rates in the table below.
Schneider Electric shall prepare in writing, and submit to TDPUD in writing, monthly
invoices showing required compensation for hours worked and expenses incurred.
Schneider Electric shall invoice TDPUD with payment due 30 days after receipt of
invoice. All prices are based on Schneider Electric standards for services, and do not
include taxes.
This proposal is for a period of one (1) year beginning April 25, 2016 and expiring April
25, 2017 unless terminated earlier.
The total not -to -exceed value of this proposal is USD $10,000 exclusive of travel and
expenses.
