WHY THIS MATTER IS BEFORE THE BOARD The California Water Code requires the all urban water suppliers to prepare an Urban Water Management Plan (UWMP) every five years. 2. HISTORY The Urban Water Management Planning Act (California Water Code Section 10610) requires that all urban water suppliers prepare urban water management plans and update them every five years. The District is considered an urban water supplier since it serves more than 3,000 customers. The current UWMP was adopted in 2011. Sectio District's Water Shortage Contingency Plan. NEW INFORMATION Attached is a draft of the 2015 UWMP. Significant changes to the UWMP since 2010 involve: Use of standard tables developed by the State of California Revisions to format and subject locations to more closely match the guidebook developed by the State of California Inclusion of historic data for the 2011 - 2015 period Inclusion of updated buildout water demand projections Inclusion of the revised Water Shortage Contingency Plan adopted in 2014 The District is required to conduct a public hearing prior to adoption of the UWMP. Adoption of a UWMP is exempt from CEQA per California Water Code Section 10652. The planned schedule for adoption of the UWMP is. May 4, 2016 - Review of draft UWMP (tonight) June 1, 2016 - Public Hearing on UWMP June 1, 2016 - Adoption of UWMP June 15, 2016 - Submittal of UWMP of Department of Water Resources 4. FISCAL IMPACT There is no fiscal impact associated with this item. 5. RECOMMENDATION 1) Provide comment on the draft UWMP. 2) Schedule the public hearing for June 1, 2016. Michael D.
