Subject: Board of Directors Kathleen Neus May 04, 2016 Consideration to Award a Contract for Foyer and Lobby Design r=, 1. WHY THIS MATTER IS BEFORE THE BOARD Board action is required for expenditures in excess of $15,000. 2. HISTORY The District's current building was built and completed in the mid to late 1980's with staff moving into the facility in August of 1987. The foyer and the lobby is basically the original construction with fresh paint every few years. District staffs interactions with customers and the Americans with Disability Act (ADA) has changed since 1985. 3. NEW INFORMATION With the advent of new technology, i.e. better computer systems and credit card payment kiosk, the way District staff interacts with customers has changed. With this new technology staff's direct contact with customers has lessened. Even though there is less contact, the District still wants to maintain a one-on-one contact with it's rate payers. The intent of the project is to create a design for the foyer and lobby areas to be more reflective of District staffs needs. It is time to update the 30 year old design to be reflective of the way the District interacts with it's customers. Additionally, the project will address safety and security measures to ensure the safety of all customers and District staff. Upgrades will include new flooring, ceiling, motorized counter windows, LED light fixture, counters and more. All upgrades will comply with today's ADA requirements. The request for proposals was advertised in the Sierra Sun, the CATT website, A/E Consulting Network and 20 individuals. Two companies, Fringe Studios and JK Architecture attended the walk through with only one proposal (Fringe Studio) being submitted. Staff had heard from half a dozen companies stating thanks for the opportunity but they are to busy to take on another project. 4. FISCAL IMPACT Staff met with George Bennett of Fringe Studio to review their cost proposal. Fringe Studio's proposal was found to be consistent with the District's estimate. There are sufficient funds within the Electric General Fund for the design phase of this project. 5. RECOMMENDATION Award the contract for Foyer and Lobby Update to Fringe Studio in the amount of $43,900 plus a 10% change order for an amount not to exceed $48,290. Michael D. Holley General Manager
