June 01, 2016 Subject: Consideration of the Purchase of Microwave Network Equipment for Donner View Tank 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. 2. HISTORY This purchase is for a portion of the SCADA Enhancement Reliability Project and involves building a microwave communication link between the Martis Valley Substation and Beacon Hill to support a new radio repeater station. 3. NEW INFORMATION This microwave link will connect Beacon Hill to the District's overall communication system. Adding a new repeater station to the radio replacement project requires increased bandwidth at this location to allow for voice communications. Staff evaluated a microwave path study to assess the feasibility of an alternate technology. The path study demonstrated that a microwave data link would work well to Beacon Hill. The data link would support the new radio technology from Beacon Hill. Section 3.08.060 of the District code (Joint Purchasing with the State of California and other public agencies) permits the District to take advantage of other agencies low bids, providing that competitive procurement procedures were followed. The cost proposal is submitted on The Interlocal Purchasing System (TIPS/TAPS), which adheres to the District code. Alpha Omega, Inc. exists on the TIPS/TAPS vendor list. 4. FISCAL IMPACT Sufficient funds exist in the FY16 Budget for the purchase, and installation of a microwave technology to Beacon Hill in the amount of $27,500, including tax. The contract will include microwave equipment and labor, and a 3 year warranty. 5. RECOMMENDATION Award the SCADA Communication Link project to Alpha & Omega, Inc. in the amount of $27,500, including tax. Stephen Hollabaugh Assistant General Manager Michael D. Holley General Manager
