WHY THIS MATTER IS BEFORE THE BOARD The California Water Code requires the all urban water suppliers prepare an Urban Water Management Plan (UWMP) every five years. 2. HISTORY The Urban Water Management Planning Act (California Water Code Section 10610) requires that all urban water suppliers prepare urban water management plans and update them every five years. The District is considered an urban water supplier since it serves more than 3,000 customers. The current UWMP was adopted in 2011. Section 7 of the UWMP discussed the District's Water Shortage Contingency Plan. This section was revised in September 2014 in response to mandatory water conservation requirements that were imposed by the State of California. At the May 4, 2016, Board Meeting, a review of the draft UWMP was conducted. The Board of Directors then scheduled a public hearing on the UWMP for June 11 2016. 3. NEW INFORMATION Attached is a draft of the 2015 UWMP. Written copies of the draft UWMP were made available for public review at the District office and at the Truckee Library. An electronic copy of the draft UWMP was posted on the District's website. Notices regarding the public hearing on the draft UWMP were placed in the Sierra Sun on May 18 and May 25. As of May 26, the District has not received any comments regarding the draft UWMP. The current schedule for adoption of the UWMP is: June 1, 2016 -Conduct Public Hearing on UWMP (tonight) June 1, 2016 -Consider adoption of UWMP (tonight) June 15, 2016 - Submit UWMP to State of California 4. FISCAL IMPACT There is no fiscal impact associated with this item. 5. RECOMMENDATION 1) Conduct the public hearing to receive comments on the draft UWMP 2) Adopt Resolution 2016-20 to adopt the UWMP /rZ Michael D. Holley General Manager / Water Utility Manager Resolution No. 2016 = 20 ADOPTION OF THE 2015 URBAN WATER MANAGEMENT PLAN WHEREAS, the California Legislature enacted Assembly Bill 797 (Water Code Section 10610 et seq., known as the Urban Water Management Planning Act) during the 1983-1984 Regular Session, and as amended subsequently, which mandates that every supplier providing water for municipal purposes to more than 3,000 customers or supplying more than 3,000 acre feet of water, prepare an Urban Water Management Plan, the primary objective of which is to plan for the conservation and efficient use of water; and WHEREAS, the District is an urban supplier of water providing water to over 3,000 customers; and WHEREAS, the Plan is periodically reviewed at least once every five years, and the Truckee Donner Public Utility District last reviewed and made amendments or changes to its plan on September 14, 2014; and WHEREAS, the District has prepared and circulated for public review a draft 2015 Urban Water Management Plan, and a properly noticed public hearing regarding said Plan was held by the Truckee Donner Public Utility District on June 1, 2016; and WHEREAS, provided that the Plan is adopted on June 1, 2016 after the public review and hearing, it will take effect on July 1, 2016 and be filed with the State of California within thirty days of adoption; and NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. That the above recitations are true and correct. 2. That the 2015 Urban Water Management Plan is adopted. 3. That District staff is authorized and directed to file the 2015 Urban Water Management Plan with the State of California within thirty days of adoption.
