Subject: Consideration for Awarding a Purchase Contract for the Ponderosa
Palisades Electrical Switchgear Assembly
1. WHY THIS MATTER IS BEFORE THE BOARD
District code requires that all procurements in excess of $15,000 in total cost must be
presented to the Board for approval.
2. HISTORY
The Ponderosa Palisades Hydro-pneumatic Pump Station is located in the Ponderosa
Palisades subdivision of Truckee. The station was originally constructed in 1972 to
provide domestic water pressure and fire flow to the upper elevations of the
subdivision. The facility originally housed a 60Hp hydro-pneumatic pump system
within a wood framed structure. Staff has assessed the condition and reliability of the
pump station and has determined need for the construction of a new pump facility.
3. NEW INFORMATION
The District's water staff has worked with pump system design engineers in
developing a new packaged hydro-pneumatic pump system to meet the needs of the
Ponderosa Palisades pressure zone. In developing the new pump system, staff has
also developed a specification for a new, complete, electrical switchgear and power
distribution panel system, including an automatic transfer switch (ATS) for
emergency/standby power supply. The specifications for the electrical switchgear
assembly have been designed to meet the electrical load requirements of the new
hydro-pneumatic pump system and associated facilities. The integrated ATS will
equip the pump station with the ability to automatically transfer to the
emergency/standby generator in the event of a utility power failure, maintaing full
operation of the pump systems. The electrical switchgear assembly will also be
integrated with the District's new water SCADA system.
On June 28, 2016 the District publicly advertised a request for bids for the Ponderosa
Palisades Switchgear Assembly. A bid opening was held on July 13, 2016 at 2:30PM,
at which time the District received three bids. Following a review of bids for accuracy
and compliance with District specifications, staff has determined all bids to be non-
responsive. A breakdown of the bids received has been provided in the chart below.

4. FISCAL IMPACT
There is no material fiscal impact associated with this item .
5. RECOMMENDATION
Reject all bids as non-responsive and direct staff to re-bid.
