Subject: Consideration of Awarding the SCADA Reliability Improvement
Project -Phase 4
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The District has 5 electric and 55 water facilities located throughout our service
territory. The communication systems to these remote sites, which are integral to
electric and water SCADA systems, are antiquated, difficult to maintain, exhibit overall
low reliability and have limited bandwidth . For approximately the past 16 years the
District has installed communication conduit with underground electric and water
system extensions. This conduit allows the District to install new communication
media to improve communication reliability to our electric and water facilities.
Three phases of the SCADA reliability improvement project have been completed to
date establishing fiber optic links between District facilities . Phase 1 connected the
District office to Martis Valley and Truckee Substations, Glenshire Drive Well and Old
Greenwood Well. Phase 2 included connections from the District office and Richards
Drive Pump Station to the Donner Lake Tank, West Reed PRV, and Wolfe Estates
Hydro Station. Phase 3 expanded the connections from the District office to Trails
End Storage Tank, Prosser Heights, Prosser Village, Fiberboard and Old Greenwood
Wells and China Camp Hydrostation.
3. NEW INFORMATION
Staff prepared bid documents to procure, install, and test fiber optic cables in a
proposed Phase 4 project to connect the District office with Gateway and Sierra
College Valves, Glenshire Station, Strand Tanks, Well 20 and Hirschdale Well
facilities. The remaining District facilities will be connected with optical cables in a
phased approach over the next several years. A Request for Bid was issued on June
6, 2016 and advertised in the Sierra Sun June 8. The bid opening was held at 2 :00
PM on July 7 and one bid was received from Curtis & Sons Construction, Inc. The bid
was for the amount of $514,501 and was found to be responsive to District
requirements.

A second contractor who prepared a bid, but did not submit prior to the bid opening,
indicated his bid amount was greater than that submitted by Curtis & Sons.
4. FISCAL IMPACT
Sufficient funds exist within the approved FY16/17 IT water capital budget and will be
funded from the water general fund.
5. RECOMMENDATION
Authorize the General Manager to execute a contract with Curtis & Son's
Construction, Inc. for the SCADA Reliability Improvement Project Phase 4 for an
amount of $514,501 plus a 10% change order allowance for an amount not to exceed
$565,951.
