WHY THIS MATTER IS BEFORE THE BOARD 7 District code requires that all procurements in excess of $15,000 in total cost must be presented to the Board for approval. 2. HISTORY The District has been offering commercial refrigeration energy efficiency programs since 2009 to our business customers. These cost-effective energy conservation programs started with NCPA's 'Keep -Your -Cool' program which targeted simple measures such as replacing door gaskets, door closures, and strip -curtains evolving to more complicated measures such as high -efficiency motors, controls, and LED case lighting. The District has been successful in serving dozens of smaller businesses in Truckee and has reached saturation on these smaller projects. The District, in response, has focused on the remaining opportunities in our service territory which are Truckee's two large supermarkets (Save Mart and Safeway). The District has been working with local management of the supermarkets and has been navigating the complexities of getting approval from national management for these projects. The District completed the available cost-effective projects at Save Mart over the past few years are now moving to Safeway. Safeway does have a number of cost-effective energy efficiency opportunities for commercial refrigeration retrofits and is interested in pursuing these projects with the District's support. 3. NEW INFORMATION District staff has been tracking an effort by Southern California Public Power Agency (S('PPA) to contract for commercial refrigeration projects for Safeway stores in their member's territories. SCPPA, earlier in 2016, entered into a contract with Ecology Action for this energy conservation work. District staff has been in discussions with Ecology Action to see if they would extend their pricing to a project for the Truckee Safeway using the District's standard contracting agreement and terms & conditions. Ecology action has agreed and has provided a proposal to install energy efficient commercial refrigeration upgrades in two phases, each phase consisting of ~$63,000 in uistrict contributions (see Httacrnment 1). uistrict Statt nas reviewed this proposal and this is a cost-effective conservation opportunity with a willing District customer capable of completing the project this year. Staff is proposing completing Phase 1 this year, evaluate the results, and considering bringing Phase 2 back to the Board in 2017. 4. FISCAL IMPACT The cost to the District for Phase 1 %J the Safeway commercial refrigeration retrofit project is $63,706 with a 10% change order authorization for a total contract amount not to exceed $70,077. Sufficient funds exist in the approved FY16 Conservation Department budget for this project. 5. Overview: In accordance with the scope of work outlined in the General Services Agreement between Southern California Public Power Authority and Ecology Action (attachment A.1), Consultant will manage the delivery of the Safeway Energy Efficiency Retrofit Project. Scope of Work: Consultant will work with the Safeway Corporate Office, local Safeway Management and Truckee Donner Public Utility District to perform an energy efficiency retrofit at the Truckee/Donner Safeway, located at 11290 Donner Pass Road, Truckee, CA 96161. The project will be completed in two phases and will include upgrades to the refrigeration and lighting systems at the site. Detailed descriptions of the work to be completed in each phase are included in attachment A.2. Consultants Responsibilities: The program is designed to require virtually no time from Truckee Donner Public Utility staff. Consultant manages all aspects of the projects with Safeway and are responsible for all of the following tasks: • Coordination with Safeway corporate office to arrange access to the site • Coordination with local store management on project timing • Completion of full audit, retrofit specification and proposal development • Project management of retrofit including development and processing of any necessary change orders during the installation process • Final QA/QC inspection of completed retrofit to assure compliance with specification and to guarantee Safeway's satisfaction • Payment of incentives to the customer • Completion of project and program level reports for Truckee Donner Public Utility District • Providing Truckee Donner Public Utility District with property -level reports for its own retrofit verification {00589139.DOC 1 } i ATTACHMENT B Project Name: Safeway Energy Efficiency Retrofit Project Project No..
