HomeMy WebLinkAbout17 Purchase Materials for PPPSenda Item # CONSENT To: Board of Directors From: Brian Wright Date: September 07, 2016 17 Subject: Consideration of Approval for the Purchase of Materials for the Ponderosa Palisades Hydro -Pump Station 1/0 Pipeline Replacement Project 1. WHY THIS MATTER IS BEFORE THE BOARD District Code requires Board approval for all procurements in excess of $15,000. 2. HISTORY The Ponderosa Palisades Hydro -pneumatic Pump Station (PPPS) provides potable water service to the upper elevations of the Ponderosa Palisades subdivision. The District is currently in the process of replacing and upgrading the existing pump and motor control equipment with a new and efficient packaged hydro -pneumatic pump system and electrical switchgear. The purchase of this equipment was approved by the Board at the regularly scheduled meeting on July 20, 2016. 3. NEW INFORMATION During the preliminary construction for the installation of the new PPPS, staff determined the need to replace approximately 600' of existing inlet and outlet pipeline due to evidence of advanced corrosion and early signs of leakage on the existing pipe infrastructure. The existing pipe is 8" diameter steel from original construction believed to have taken place in the late 1960's. Following the evaluation of the existing pipe conditions and hydraulic demands placed upon the facility, staff has determined the need to replace the existing pipe with 8" diameter ductile iron and PVC pipe. District staff has developed a preliminary pipe and materials inventory required for the completion of the PPPS I/O Pipeline Replacement Project. In accordance with the District Code, staff has facilitated a competitive procurement process including a combination of both completed bids, with added consideration to material availability, delivery time and District specifications. Following the competitive procurement process, staff determined Pace Supply, of Sacramento, CA, to be the lowest responsive bidder with a total estimated price of $24,000. 4. FISCAL IMPACT Sufficient funds exist in the FY2016/17 Water Capital Budget and will be funded from the Water General Fund. 5. RECOMMENDATION Authorize the General Manager to procure pipe and appurtenances for the PPPS Pipeline Replacement Project from Pace Supply in the amount of $24,000, plus a 10% contingency, for a total amount not to exceed $28,000.
