Subject: Consideration of Purchasing Additional District's Microsoft
Enterprise License
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The District uses Microsoft for all of our server and desktop operating system
software, in addition to managing and securing our email system. Every year the
District analyzes the number of Microsoft software licenses it uses, and balances that
number to the District's Enterprise License Agreement with Microsoft. If the District is
using more licenses than is allowed by this agreement, the District is required to true -
up our license quota, by purchasing the extra license(s) required to be in compliance.
3. NEW INFORMATION
The District has begun to use more server operating system licenses than have been
allocated with the existing Enterprise License Agreement (ELA). All other licenses are
in compliance: desktop, vdi, email, terminal servers logins, and server access. In
order to bring District licenses into compliance with the ELA, the District is required to
purchase 4 more Data Center licenses, allowing the District to operate an unlimited
number of windows operating system servers (OS) based on existing server hardware.
The District currently uses Microsoft OS, changing the Microsoft OS to a different OS
would be cost prohibitive; making this a sole source procurement.
4. FISCAL IMPACT
The planned funding source for these additional licenses is the Electric Department
General Fund.
5. RECOMMENDATION
Authorize the General Manager to execute a purchase agreement with Microsoft, through
Dell, for the District's ELA in an amount not to exceed $16,553 plus sales tax.
