Subject: Schedule a Public Hearing on The District's Water Utility Annual
Public Health Goals Report
1. WHY THIS MATTER IS BEFORE THE BOARD
District code requires the Board to schedule public hearings.
2. HISTORY
The California Safe Drinking Water Act of 1996, the California Code of Regulations
and SB1307 include provisions for the Office of Environmental Health Hazard
Assessment (OEHHA) to develop Public Health Goals (PHG) associated with drinking
water contaminants. PHGs are developed for contaminants that do not pose
significant health risk and therefore are not considered enforceable. Contaminants for
which PHGs have been established and are evaluated based on "on -in -a -million" risk
for continuous and prolonged exposures of 70+ years.
In accordance with SB 1307, public water systems are required to provide a Public
Health Goal Report every three years. This report shall include an overview of
contaminants, for which water quality testing has been identified as exceeding PHG
levels during the previous three year period. In addition to identifying contaminants
exceeding PHG levels, the report must also include proposed mitigation plans and
potential fiscal impacts.
SB 1307 requires that public water systems present the report in the form of a public
hearing, providing opportunity for customer input. Previously, the TDPUD 2013 Water
Utility Public Health Goal Report was presented in the form of a public hearing at the
District's June 2013 regularly scheduled Board meeting.
3. NEW INFORMATION
The TDPUD Water Utility 2016 Public Health Goals Report have been prepared for
both the Truckee Main System and the Hirschdale System. Each report has been
submitted to the State Water Resources Control Board for review, in compliance with
SB 1307 and is ready for public input.
4. FISCAL IMPACT
There is no direct fiscal impact associated with this item.
5. RECOMMENDATION
Schedule a public hearing to take place at the October 5, 2016 regularly scheduled
Board Meeting for public comment and acceptance of the 2016 Public Health Goal
Report,
