Subject: Consideration of Continuing the District's Safety Incentive
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board approves the safety incentive program.
2. HISTORY
The District's workers' compensation insurance modifier (X-MOD) steadily decreased
from 2010 to 2014. From 2014 to 2016 it increased. Lost -time accidents contributes
significantly to the X-MOD factor.
The District's first lost -time accident since 2008 occurred on May 23, 2014. Since then
there were five lost -time accidents total (two in 2014 and 2015, one in 2016).
In 2011, 2012 and 2013 in the amounts of $125, $200 and $250, respectively. In
2014, 2015 and 2016, the District rewarded those employees who did not have lost -
time accidents an incentive in the amount of $250 each year.
3. NEW INFORMATION
The District's commitment to safety is shown through the safety culture among the
employees. Regular trainings, meetings and review of incidents is part of the program
to keep safe work practices a priority during the work day.
In 2014, 2015 and 2016 the Electric department had one, two and one lost -time
accidents, respectively. The Water department has not had alost-time accident since
2008 and Administration and Support Services departments incurred one lost -time
accident each since 2014.
The District's goal and incentive program of no lost -time injuries has been effective
since 2010. Five lost -time accidents since 2008 has been remarkable. Rewarding safe
behavior and practices is an effective way of promoting and maintaining our
successful safety culture.
The District is proposing to continue with the goal of no lost -time injuries or accidents
and reward employees for reaching this goal. With the help of the safety committee,
the District is proposing that each employee that reaches this goal receive a $250
incentive for FY 2017.
The union has also committed to support this program to reward employees for no
lost -time injuries or accidents.
4. FISCAL IMPACT
Cost of the 2017 safety incentive program will be $17,500.
Sufficient funds exist wn the FY17 budget.
5. RECOMMENDATION
Approve a safety incentive of $250 to each District employee provided he or she
incurs no lost -time accidents occur through December 31, 2017.
