Consideration to Award a Contract for the Construction of the
Ponderosa Palisades Hydro Pump Station Concrete Block Building
1. WHY THIS MATTER IS BEFORE THE BOARD
District Code requires all procurements in excess of $15,000 are to be submitted to
the Board for approval.
2. HISTORY
The Ponderosa Palisades Hydro -pneumatic Pump Station is located in the Ponderosa
Palisades subdivision. The station was originally constructed in 1972 to provide
adequate domestic water pressure and fire flow to the upper elevations of the
subdivision. The facility originally housed a 60Hp hydro -pneumatic pump system
within a small wood framed structure. Over the course of the past 44 years,
modifications to the pump station, electrical control equipment, and the SCADA
systems have outgrown the size of the wood framed structure and is need of
replacement. Additionally, the existing hydro -pneumatic pump system design does
not meet the current fire flow requirements for the Ponderosa Palisades pressure
zone. With the hydro -pneumatic pump equipment and the wood framed structure
having exceeded their useful life, staff has determined the need to build a
replacement facility, including a new structure, hydro -pneumatic pump system and
electrical switchgear.
3. NEW INFORMATION
The District's water utility staff has developed a design and specification for the
construction of a new concrete block pump station building to house the new hydro -
pneumatic pump system and electrical switchgear assembly approved by the Board
for purchase in 2016. On April 4, 2017 the District publicly advertised a request for
bids for the Ponderosa Palisades Block Building Construction 2017. On April 25,
2017 the District held a bid opening at which time two bids were received. A list of the
received bids has been provided in the table below.

Following the review of the received bids, staff has determined the lowest responsive
bidder to be Brian Moore Masonry, in the amount of $16,250.
4. FISCAL IMPACT
Sufficient funds exist for this procurement in the Board approved FY217 Water
General Fund Budget.
5. RECOMMENDATION
Staff recommendation is to award a construction contract for the Ponderosa Palisades
Block Building Construction 2017 to Brian Moore Masonry, in the amount of $16,250,
plus a 10% contingency, for a total amount not to exceed $17,875.
