WHY THIS MATTER IS BEFORE THE BOARD Board action is required for expenditures in excess of $15,000. 2. HISTORY District staff is still identifying parcels that to be filed with the proper county. require surveying and a Record of Survey The Water Department will be starting its 2017 pipeline replacement program, which requires surveying services prior to construction. On March 28t", the District issued a Request for Proposal (RFP) for surveying services. The RFP was sent to many surveying companies whether they be local or out of area companies. Additionally the RFP was advertised in the Sierra Sun on March 31st. Proposals were to be submitted to the District by April 18, 2017. The tasks that were included within the RFP are as listed below: 1. Location of existing property corner monuments in the areas where the pipeline replacement construction will occur during summer of 2017; 2. Field locate and stake all property corners and verify the placement of existing corner monuments, reset any monuments that have been disturbed or obliterated; 3. Prepare and record a Record of Survey, if one has not previously been recorded; and 4. Upon completion of the field work, submit diagrams and/or a table documenting the results from the field work. 3. NEW INFORMATION In addition to the ongoing pipeline replacement work, District staff identified an additional 13 Water Department parcels. The parcels are located at Donner Lake, Prosser Heights, Prosser Lakeview Estates, and other areas in Town. Four proposals were received in response to the District's RFP from the following: • Auerbach Engineering Corp • MAPCA Surveys • Sage Land Surveying, Inc. • Webb Land Surveying, Inc. All of the proposals were reviewed by a committee. The committee determined the following: • All of the firms are capable of performing the work described in the RFP; • All of the firms employ the appropriately licensed individuals; • Three of the firms have worked for the District in the past; and • Only one of the firms (Sage Land SurveyingInc.) qualifies for the local , procurement preference described in Section 3.08.005. The review committee consisted of staff from the Electric, Water Management Departments. All proposals were scored based upon including staff experience, depth and quality of firm's experience and approach. Based upon the review committee MAPCA Surveys was Ranking and costs for all firms are included as Attachment 1. and General qualifications, management ranked first. 4. FISCAL IMPACT The cost proposal from MAPCA Surveys, Inc. is $48,000. It is recommended that a 15% change order allowance be established for this contract. Sufficient funds exist within the Water General Fund. 5. RECOMMENDATION Authorize the General Manager to execute a contract for surveying services with MAPCA Surveys, Inc. in the amount of $48,000 plus a 15% change order allowance, for a total amount not to exceed $55,200, Michael D.
