Subject: Consideration for the Approval of the Purchase of the Southside
Well Automated Bulk Water Fill Station
1. WHY THIS MATTER IS BEFORE THE BOARD
District Code requires that procurements in excess of $15,000 are approved by the
Board of Directors.
In addition to the groundwater wells designated by the SWRCB Drinking Water Permit
as source water supplies for the District's public water systems, the District owns and
operates 4 non -potable water wells for alternative use. One of these wells is
Southside Well #2. Due to its location and construction design, Southside Well #2
produces water not meeting the State potable drinking water standards without
significant additional filtration and treatment.
Historically, the District has designated the Southside Well as a source for non -
potable "construction" water and has allowed public access through a District
managed use permit. With the completion of a use permit application and applicable
fees, local contractors and residents have been provided access to operate the well
through the use of an onsite pump control switch and 2" discharge hose. The
construction water permitting and accountability has been largely based upon the
'honor system".
In an effort to provide a more streamlined permitting process, accountability, and

security of the resource, staff has developed a specification for an

3. NEW INFORMATION
On April 4, 2017, the District publicly advertised a request for bid for the Southside
Well Bulk Water Fill Station. A bid opening was held on April 25, 2017 where the
District received two sealed bids. The table below outlines the bids received:

Following the review of all bids received, Staff has determined Elemech, Inc. to be the
lowest responsive bidder in the amount of $46,870 plus tax.
4. FISCAL IMPACT
Sufficient funding exist in the Board approved FY17 Water General Fund Budget.
5. RECOMMENDATION
Staff recommendation is to award a contract for the purchase of the Southside Bulk
Water Filling Station to Elemech, Inc. in the amount of $46,870, plus tax, and a 10%
change order allowance, for a total amount not to exceed $51,557 plus tax.
