Subject: Consideration to Award a Contract for Geotechnical Testing
Services
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY

Geotechnical Testing involves testing of materials such as soil, asphalt and concrete
associated with the District's construction projects. The District has a need for such
testing associated with its construction projects and District personnel are not trained
nor equipped to perform the necessary testing work.
In February 2016, the District issued a Request for Proposals (RFP) for Geotechnical
Testing Services associated with the planned District Pipeline Replacement - 2016 project.
The scope of work covered testing of backfill materials and asphalt associated with the
project. The RFP stated that the District could choose to retain the selected firm to
perform additional testing work during 2017 and 2018. After review of the proposals,
District staff recommended that Construction Materials Engineers (CME) be selected. The
Board then awarded a contract to CME for work to be performed in 2016.
3. NEW INFORMATION
The work performed by CME during 2016 was satisfactory. District staff requested a
proposal to perform geotechnical testing for the planned District Pipeline
Replacement - 2017 project. The cost proposal from CME for this work is $35,000,
4. FISCAL IMPACT
Geotechnical testing will be paid on an hourly basis based on the actual number of
hours spent on -site by CME personnel. The funding source for this contract is the
Water Department General Fund. Sufficient funds exist within the approved budget.
5. RECOMMENDATION
Authorize the General Manager to execute a contract for Geotechnical Testing
Services with Construction Materials Engineers in an amount not to exceed $35,000,
